KKDIK & Turkey REACH: What Foreign Manufacturers and Importers Need to Know
KKDIK — often called “Turkey REACH” — is the Turkish regulation on the Registration, Evaluation, Authorisation and Restriction of Chemicals. It closely mirrors EU REACH: any company that manufactures or imports a chemical substance into Turkey at 1 tonne per year or more must register that substance with the Turkish Ministry of Environment, Urbanisation and Climate Change.
A non-Turkish manufacturer cannot register directly. Registration can be handled by its Turkish importer or, where eligible and agreed, by a Turkey-based Only Representative (OR) appointed under KKDIK Article 9. As your OR, ONAY Mühendislik fulfils all KKDIK obligations on your behalf — MBDF/SIEF membership, data sharing and Letters of Access, IUCLID dossier preparation, the Chemical Safety Report (CSR), SDS and SEA classification within the agreed scope — while keeping your confidential business information protected.

Key KKDIK deadlines
- 30 September 2026 — deadline for the individual provisional registration obligation. The applicable route and duties must be checked for each registrant; this date is not a universal full-registration deadline.
- 31 December 2026 — first full registration deadline for the highest tonnage/hazard band; later bands follow in 2028 and 2030.

Frequently Asked Questions
Is KKDIK the same as EU REACH?
KKDIK is Turkey’s own chemical regulation, modelled on EU REACH but legally separate. A substance registered under EU REACH is not automatically registered in Turkey; a separate KKDIK registration is required.
Does a foreign manufacturer need an Only Representative in Turkey?
Not necessarily. A foreign manufacturer cannot register directly, but the Turkish importer can meet its own registration obligations. An eligible foreign manufacturer may instead appoint a Turkey-based Only Representative to cover the agreed imports under KKDIK Article 9.
What is the KKDIK registration deadline?
The individual provisional registration obligation runs to 30 September 2026. Full registration deadlines depend on tonnage band, beginning 31 December 2026.
What is MBDF / SIEF?
MBDF (Substance Information Exchange Forum) is the substance information exchange forum where registrants of the same substance share data and agree on a joint submission led by a lead registrant.
Do we also need UFI/PCN notification?
This page describes support from Turkey for mixtures placed on the EU/EEA market. CLP Annex VIII covers in-scope mixtures classified for health or physical hazards, subject to exemptions. Selling solely in Turkey does not by itself create an EU PCN obligation. The relevant EU/EEA duty holder and the target markets must be identified before submission.
