How to Register e-ÇBS? Company and Facility Registration Steps
e-ÇBS registration is a prerequisite for all environmental legislation notifications, including KKDIK. Registration is not technically difficult; What prolongs the process is almost always missing documentation and incorrect authorization. Things to prepare before you start
The person who will open the record should have the following at hand. Preparing these from scratch is the most critical part of the process — the number one reason applications are returned is a missing or unreadable document.
- e-Government password — Own e-Government access of the person who will open the record. E-signature can also be used instead of password.
- Tax number and MERSİS number — Company inquiries are made with these numbers.
- Signature circular — Scanned, legible, up-to-date. Outdated circulars are rejected.
- Facility information — Full address, island/parcel information, NACE code, number of employees, activity description.
- Authorization document — Required if the person who will act on behalf of the company is not a company official.
- Corporate email address — Notifications drop here. Use a corporate address rather than a personal address; The record does not become inaccessible when the staff leaves.
Step by step e-ÇBS registration
1. Login to the system
Go to ucbs.cevre.gov.tr. Select the login method on the screen that opens and log in with your e-Government ID. If you use the old address ecbs.cevre.gov.tr, you will first see a redirect page, and from there you will reach the same screen.
2. Opening the company registration
Go to the adding company section on the panel and query by tax number. If the company has been registered before, the system gives a warning — in this case, do not open a new record, request authorization for the existing record. If the company cannot be found, a new registration form is opened and filled with MERSİS information.
3. Company representative identification
Upload the signature circular and identify the company representative. The uploaded document must be legible and the name in the circular must match the e-Government ID exactly. This step requires the approval of the Ministry.
4. Site registration
Each production or storage facility is recorded separately. The address, block/parcel and NACE code must match the actual status of the facility. If the head office and the production facility are at different addresses, they require separate registration. This step also requires approval.
5. Authorization
Authorizations for the environmental officer, internal staff and external consultant are defined here. Authorizations are on an application-by-application basis: you can grant someone waste reporting authority but not KKS authority. In order for your consultant to carry out KKDIK transactions, KKS authority must be explicitly granted.
6. Application application (KKS)
After the company and facility are approved, a separate application is made for KKS (Chemical Registration System). Having an e-ÇBS registration does not mean access to KKS; This is a separate approval process.
7. Approval and access
The Ministry evaluates the application. If the documents are complete, approval will come within a few business days; If there are any missing applications, the application is returned with a request for correction and the deadline starts from the beginning. After approval, KKS screens become visible on your panel.
Types of authority: who can do what?
The most time-consuming issue in the registration process is authorization. Knowing up front what roles can do avoids unnecessary rounds of approval.

Permissions are application-specific, not blanket authorisations. Giving your consultant permission to submit waste notifications does not authorise them to perform KKDİK procedures. KKS access is a separate permission; without it, the consultant cannot view the KKS screens.
Common mistakes
- Opening a registration in the name of an individual. The registration is opened in the name of a legal entity. The registration opened in the name of an individual cannot be converted to a company later, it must be deleted and reopened.
- Duplicate record. Opening a second record for the same company creates a conflict in the system that takes time to resolve. First, inquire with the tax number.
- Failing to update the change of authority. The record may be locked when authorized personnel leave. Identify the new official before departure.
- Writing the facility address incorrectly. When the address does not match the island/parcel, approval is delayed. Write exactly the same information as on the license.
- Uploading expired signature circular. The system accepts but is rejected at the approval stage; When you realize it, days are lost.
- Leaving the KKS application to the last month. Company approval + facility approval + KKS approval proceeds in a chain. The sum of all three may not fit into the deadline.
- Forgetting to authorize the consultant. Signing a consultancy agreement is not enough; The consultant cannot take any action without authorization in the system.
How long does approval take?
If the documents are complete and consistent, company and facility approvals are usually completed within a few business days. However, this period is not guaranteed and may extend depending on the application density as the deadlines approach. Since the entire chain—company, facility, KKS—is waiting for approval one after the other, plan not on a single approval period, but on the sum of all three.
After registration: KKDIK side
After KKS access is opened, work begins on an item basis:
- Substance ID. CAS and EC number, composition, impurities are identified.
- Pre-MBDF query. It is learned whether there is an existing forum for your article.
- MBDF participation. Data sharing and letter of access (LoA) processes are carried out.
- Technical file. The necessary data set is prepared and presented according to the tonnage band.

Post-registration checklist
After confirmation, verify the following one by one. A deficiency here becomes apparent months later when the KKDIK file is submitted, and it is much more expensive to fix it at that point.
- Is the company name exactly the same in the system as in the trade registry?
- Are all facilities registered — including warehouse and second production line?
- Does the facility NACE code match actual activity?
- Is KKS access visible on the panel or is it just referenced?
- Has your consultant been given KKS authority?
- Is the notification email a corporate address or the address of a departing employee?
- Is a substitute company representative defined? A record linked to a single person is locked when that person leaves.
- When does the signature circular expire?
Frequently asked questions
How long does e-ÇBS registration take?
If the documents are complete, company and facility approval usually takes a few business days. In case of missing documents, the application is returned and the period starts again.
Can the consultant open a record on behalf of the company?
The company representative opens the record. The consultant is then authorized in the system and carries out the transactions. It is not possible for the consultant to take action without authorization.
How does a foreign manufacturer register?
Cannot register directly. An sole representative resident in Turkey is appointed; Registration and notifications are carried out through the representative.
Is one registration sufficient for multiple facilities?
No. Company registration is unique, but each facility is registered separately and undergoes separate approval. If the head office and the production facility are at different addresses, both must be registered.
Our company name has changed, should I reopen the registration?
No. The title change is updated through the existing record; Opening a new record creates a duplicate registration problem. Make the update together with the trade registry document immediately after the change — registration with the old title will cause discrepancies in auditing and supplier inquiries.
My application was rejected, what should I do?
The reason for rejection is reported in the system and is almost always document-based: unread circular, expired document, address mismatch. Correct the reason and reapply. Because the clock starts from the beginning, a round of rejections close to the deadline could set your plan back a week.
Can I apply for e-ÇBS and KKS at the same time?
No. The KKS application becomes available after the company and facility registrations are approved. These are sequential steps, so the total process takes longer than a single approval. Plan accordingly.
