Cosmetic Product Compliance in Turkey
Cosmetic products in Turkey are regulated under the Cosmetics Regulation, aligned with the EU Cosmetics Regulation (1223/2009). Placing a product on the market requires a Product Information File (PIF), a Cosmetic Product Safety Report (CPSR), compliant labelling and notification. Cosmetic compliance in Turkey
Cosmetic products require a safety assessment, a product information file and notification before they reach the market. The Turkish framework mirrors the European approach, so companies already working to EU rules recognise the structure, but the notification route and the local documentation differ.
The safety report
The assessment starts from the formulation. Each ingredient is reviewed for its toxicological profile, use level and exposure, followed by microbiological quality, stability and packaging compatibility. A qualified assessor then signs the safety report.

- Manufacturing method and good manufacturing practice statement
- Evidence supporting any efficacy claims
- The signed safety report
- Records kept accessible for ten years after the last batch
Claims are a compliance issue
Statements such as hypoallergenic or dermatologically tested must be supported by evidence in the file. Unsupported claims are among the most common findings, and they are also the easiest to fix before launch rather than after.

Notification before launch
Notification must be completed before the product reaches the market, not after the first shipment. Poison centre information and label details have to match the notified data. Building the notification into the launch checklist prevents a recall that is otherwise entirely avoidable.
