Foreign (non-Turkish) manufacturers cannot register directly under KKDIK. Appointing a Turkey-based Only Representative (OR) is the most efficient route: the OR manages all registration obligations centrally, importers become downstream users and are relieved of their own registration burden, confidential composition data is protected, and tonnage is tracked centrally.
