PIC Export Notification (Turkey and EU)

PIC (Prior Informed Consent) is an international system requiring prior notification and consent for the export and import of certain hazardous chemicals (Rotterdam Convention; EU Regulation 649/2012). What PIC export notification means

The prior informed consent system makes trade in certain hazardous chemicals transparent. Exporters of listed chemicals notify the authorities before shipment so that the importing country can decide whether to accept the substance. It is a consent mechanism rather than a ban.

Which chemicals are covered

Coverage follows published lists. Some entries require only a notification, others require explicit consent from the importing country, and a few are banned from export altogether. Lists change, so the portfolio should be screened at least once a year.

The export notification process

  • Screen substances and mixtures against the PIC lists
  • Determine whether notification or explicit consent applies
  • Submit the notification within the deadline before shipment
  • Obtain the reference identification number for customs documents
  • Report annual export and import quantities

Why timing decides the outcome

A late notification leaves the shipment waiting at customs and can breach contractual commitments. The most frequent cause is a sales team confirming an order before the regulatory team is informed, so the export calendar and the notification calendar have to be planned together.

Who carries the notification duty

The duty sits with the exporter. Where the manufacturer and the exporter are different legal entities, the company that physically exports files the notification. Trading intermediaries frequently miss this point, and the shipment is the one that pays for it at customs.
