CLP / SEA Classification and Labelling in Turkey
In Turkey, the classification, labelling and packaging of chemicals is governed by the SEA Regulation, which is aligned with the EU CLP Regulation and the UN GHS. Manufacturers and importers must classify their substances and mixtures according to their physical, health and environmental hazards, apply the correct hazard pictograms, signal words, hazard (H) and precautionary (P) statements, and ensure compliant Turkish-language labels. Correct SEA/CLP classification underpins other obligations, including Safety Data Sheets (SDS), UFI/PCN poison centre notifications and KKDIK (Turkey REACH) registration dossiers. How SEA mirrors CLP
Türkiye’s SEA regulation reproduces the European CLP system. Classification starts from the composition and the hazardous properties of the mixture, and everything on the label follows from it: pictograms, signal word, hazard statements and precautionary statements. A wrong classification makes the entire label wrong.
Mandatory label elements
- Trade name and the substances that drive the hazard
- Pictograms and signal word (Danger or Warning)
- H statements and P statements
- Details of the supplier established in Türkiye
- Nominal quantity and, where required, the UFI code
Packaging requirements
Packaging must resist its contents. Certain hazard classes require child-resistant fastenings and a tactile warning. Designs resembling food products are prohibited, a rule enforced strictly for consumer goods.
Multilingual labels for export
Labels for the Turkish market must be in Turkish. Multilingual labels are acceptable provided the mandatory information stays complete and legible, and provided the hazard statements match the safety data sheet exactly.
