Detergents are subject to the EU Detergents Regulation (648/2004) and relevant national rules, covering surfactant biodegradability, ingredient data sheets, labelling and notification obligations. How detergents are regulated in Turkey

Detergents fall under a dedicated regime covering surfactant biodegradability, ingredient disclosure, labelling and packaging. Because the product is also a chemical mixture, classification and labelling rules apply in parallel, and substances above the tonnage threshold trigger registration duties as well.

Biodegradability evidence

Surfactants used in detergents must meet the ultimate aerobic biodegradability criterion, proven by test reports kept on file. Always check which test method a supplier declaration refers to, because inspectors ask for the study, not the statement.

Labelling and ingredient data

  • Ingredient groups declared within defined percentage ranges
  • Allergenic fragrances, preservatives and enzymes named separately
  • An ingredient data sheet available to consumers
  • A detailed medical data sheet available to healthcare personnel

Detergent or biocidal product?

This distinction is the most expensive mistake in the category. A cleaning claim keeps the product a detergent. A claim such as “kills bacteria” turns it into a biocidal product requiring authorisation. Marketing copy therefore has direct regulatory consequences.

Imported detergents

A company importing a detergent carries the same responsibility as a manufacturer. The foreign supplier file is not enough: the Turkish dossier must be current and in Turkish, and the label must carry the importer details and Turkish warnings. Assuming the supplier has handled it offers no defence during an inspection.
