KKDIK SIEF (MBDF) Management in Turkey
Under Turkey’s KKDIK (Turkey REACH) Regulation — the Turkish equivalent of EU REACH — companies registering the same substance must share data and cooperate through a Substance Information Exchange Forum, known locally as MBDF. After the pre-registration (pre-MBDF) stage, registrants of the same substance form an MBDF to agree on substance sameness, share existing studies, appoint a Lead Registrant and prepare a joint IUCLID dossier. This joint submission avoids duplicate testing, reduces costs and ensures a single, consistent registration per substance. Key activities include substance identity verification, data gap analysis, cost-sharing and Letter of Access (LoA) management, and coordination between lead and member registrants. Foreign manufacturers typically participate through a Turkey-based Only Representative. ONAY Mühendislik acts as Lead Registrant, manages MBDF processes end to end, and operates its own digital MBDF infrastructure to streamline data sharing and cost allocation. Registrants must complete their preliminary or full KKDIK registrations by 30 September 2026, so early engagement in the relevant MBDF is strongly recommended.

Managing the forum

Where disputes arise
Most disagreements concern price transparency and the scope of the data package. Members in low tonnage bands object to paying for studies they do not need, and they are usually right. A written, band-based cost model settles the question before it becomes a dispute.
Keeping records
Forum correspondence, cost calculations and signed agreements belong in the evidence file. If the lead registrant later withdraws, those records determine what happens to the data rights the members have already paid for.
