What is MBDF (SIEF) in Turkey?
MBDF (Substance Information Exchange Forum) is the mechanism under KKDIK (Turkey REACH) through which companies registering the same substance share data and cooperate. After pre-registration, registrants of the same substance form an MBDF to agree on substance sameness, share studies, appoint a Lead Registrant and prepare a joint IUCLID dossier. This avoids duplicate testing and reduces costs.

MBDF is the Turkish SIEF
MBDF stands for the substance information exchange forum used under the Turkish regulation. Every company intending to register the same substance meets there to confirm identity, appoint a lead registrant and share existing studies. The purpose is to avoid duplicate testing, especially on animals, and to divide costs fairly.
How the forum works
- Sameness is verified using analytical data
- A lead registrant is appointed and the mandate agreed
- Existing studies are inventoried and gaps identified
- Missing tests are planned and costs allocated
- Letters of access are issued to members
Cost sharing
The price of a letter of access follows from the cost of the studies divided among members. A company registering in a low tonnage band should not pay for the full data package. Asking for a written breakdown before signing is standard practice.
When the forum stalls
Sometimes no lead is appointed, or negotiations stall over price. A company can then formally request data sharing or consider a documented individual registration. The individual route requires its own testing programme and is considerably more expensive.

Records that matter later
Forum correspondence, cost calculations and signed agreements belong in the evidence file. If the lead registrant later withdraws, or a member disputes a price, those records decide the outcome. Keeping them from the first meeting costs nothing and settles most later arguments.
