What is a Lead Registrant under KKDIK?
A Lead Registrant is the company that, on behalf of the MBDF, prepares and submits the joint data set, classification and, where required, the Chemical Safety Report. Member registrants add their own tonnage and use information. A strong Lead Registrant determines the speed and quality of the registration.

What the lead registrant does
The lead registrant submits the joint dossier on behalf of the forum and manages the shared data set. Members then join that dossier through a letter of access. The role carries both control and cost, because the lead usually funds the studies first and recovers the money later.
Main responsibilities
- Confirming substance identity and sameness across members
- Collecting existing data and identifying the gaps
- Commissioning the missing studies
- Preparing the technical dossier and, where required, the safety report
- Allocating costs and issuing letters of access
How the lead is chosen
Members agree on the lead, and the company with the highest tonnage and best data access often takes the role. Tonnage alone is not decisive though: organisational capacity and transparency matter just as much, because a weak lead delays everyone.
Member rights
Members are entitled to a transparent cost breakdown and should pay only for the data their own tonnage band requires. If a price is presented as a single unexplained figure, asking for the itemised calculation is entirely reasonable.

When the lead changes
If the lead registrant leaves the market or stops meeting its obligations, the forum can appoint a new one. That handover must cover data rights and the archive in writing. Without it, members who have already paid for access can find themselves unable to prove what they bought.
