What is UÇBS (e-ÇBS)? Integrated Environmental Information System

e-ÇBS (Integrated Environmental Information System) is an online system where the Ministry of Environment, Urbanization and Climate Change gathers notification, application, permit and registration procedures regarding environmental legislation under one roof. If your company produces or imports chemicals, the path to KKDIK registration starts from here: KKS (Chemical Registration System) is a sub-application of this system and you cannot access KKS without e-ÇBS registration.

How to enter e-ÇBS?

Login is made at ucbs.cevre.gov.tr, via e-Government portal; The system does not have a separate username and password. The old ecbs.cevre.gov.tr address today only shows a redirect page. In order to perform transactions on behalf of a company, you must be defined as an authorized person in that company — being able to log in and seeing the company are two different things.

e-ÇBS, EÇBS or UÇBS?

These three abbreviations are used interchangeably in the field, creating confusion. Here's the situation:

  • e-ÇBS / EÇBS / e-ÇBS — Common spellings of the same system: Integrated Environmental Information System. There is no difference in meaning between them, only the use of hyphens and capital letters changes.
  • UÇBS — National Environmental Information System. It is the renewed roof of the system and its current entrance address.
  • KKS — Chemical Registration System. It is not a separate system, it is an application under this umbrella.

In practice: e-ÇBS and UCBS refer to the same system. You will see e-ÇBS in the legislation texts and old correspondence, and UCBS on the current login screen. Your company records, facility records and authorizations are protected in this transition; You do not need to re-register.

What does e-ÇBS do?

The system has three basic functions:

  • Identifies. It registers your company and each of your facilities individually with the Ministry. All subsequent notifications are linked to this ID.
  • Manages authority. Determines who can perform operations on which application on behalf of the company. Environmental officer, company official and external consultant are defined with different authority sets.
  • Opens doors to applications. Access to subsystems such as waste, packaging, permits and chemical registration is given here. Each application requires a separate application and separate approval.

The critical line in this list for companies operating in the chemical industry is KKS. All UCBS chemical registration transactions - that is, your KKDIK obligations - are carried out through that application.

e-ÇBS, KKS and MBDF: which is which?

These three concepts are often confused, and when they are confused, the process is planned incorrectly. The relationship between them is like intertwined rings:

Who has to register for e-ÇBS?

  • Companies that produce or import chemicals or mixtures
  • Facilities subject to environmental permit or license
  • Facilities that produce, transport, process or dispose of waste
  • Companies that put packaged products on the market
  • Organizations obliged to obtain a zero waste certificate

In practice, this definition covers a wider segment than expected. Typical situations where people think they have no liability but are actually covered:

  • Only import trading companies. The fact that you are not producing does not provide exemption; The importer is also obliged to register.
  • Companies producing mixtures. Paint, adhesive, cleaning product, textile chemical manufacturers are evaluated in terms of the substances in the mixture they produce.
  • Those who have subcontracted production. Having the production done by someone else does not automatically transfer the liability to the subcontractor; It depends on who puts it on the market.
  • Companies operating low tonnage per year. Tonnage band changes the scope and cost of registration, but does not completely eliminate the obligation to register.

Overseas manufacturers and sole representatives

Producers located abroad cannot directly register to the e-ÇBS. They become involved in the system by appointing a sole representative resident in Turkey; This representative undertakes the registration and notification obligations. Points to consider in this structure:

  • The representative must be resident in Turkey. The office of a foreign-based consultancy company in Turkey meets this condition, structures that do not meet this condition are not accepted.
  • A single representative is appointed for a manufacturer. Parallel registration through more than one representative for the same item creates a conflict.
  • Importers are exempt from liability if there is a representative. When a foreign manufacturer appoints a sole representative, importers in Turkey who purchase from that manufacturer become downstream users. This is a serious cost advantage for your importer customers and is a commercially marketable issue.
  • Representative change does not mean resetting the process, but handover processes take time; Changing representatives close to the deadline is risky.

If you are exporting to the Turkish market and do not know which structure is suitable for you, an evaluation should be made based on your item portfolio and customer structure.

UÇBS chemical registration: relationship between e-ÇBS and KKDIK

The UÇBS chemical registration chain is one-way: KKDIK registration is done through the KKS application within the e-ÇBS. The sequence is cannot be skipped — each step waits for the previous one to be confirmed:

  1. e-ÇBS / UCBS registration and authorized identification. The company enters the system and the people who will perform the transaction are authorized.
  2. Facility registration and approval. Each production or storage facility is registered separately, pending Ministry approval.
  3. KKS application. Access to the Chemical Registration System is also requested.
  4. Article-based operations. Substance ID identification, pre-MBDF query, MBDF participation and technical file submission.

Two distinct deadlines must not be confused: 30 September 2026 for individual provisional registration, and 31 December 2026 for full KKDİK registration of substances in the applicable 2026 group. The first deadline falls earlier, and system traffic increases substantially in the final weeks. Since e-ÇBS and facility approvals can take several working days, leaving the KKS application until the final month creates a real risk.

What happens if e-ÇBS is not registered?

Lack of registration is often noticed not by a penalty notice, but by work stoppage. Typical results encountered:

  • Stuck at customs. Registration status may be questioned during import; For unregistered items, the shipment is kept on hold. The cost of the pending container often exceeds the cost of registration.
  • Customer loss. Companies up the chain require proof of registration from their suppliers. Suppliers who cannot provide documentation are removed from the list.
  • Non-compliance in field inspection. Registration status is one of the first headings checked during ministry inspections.
  • Administrative sanction. Administrative fines may be imposed within the scope of environmental legislation.

What is the difference between e-ÇBS and UÇBS?

There is no difference; It is the old and new naming of the same system. e-ÇBS means “Integrated Environmental Information System” and UCBS means “National Environmental Information System”. The current login address is ucbs.cevre.gov.tr; The old address shows a redirect page. Your existing company and facility records are preserved.

Is there a fee for e-ÇBS registration?

Can a producer abroad register to e-ÇBS?

No. Producers based abroad cannot directly register to the system. A sole representative resident in Turkey is appointed and the registration obligation is fulfilled through the representative.

Do the environmental officer and the company official have to be the same person?

No. The two roles are defined separately in the system and can be assigned to different people. The company representative is the person who opens the record and distributes authorization; The environmental officer handles operational notifications. External consultants may also be authorized.

I have an e-ÇBS registration, has my KKDIK obligation ended?

No. e-ÇBS registration is only the first step. The KKDIK obligation is completed by registering on a substance-by-substance basis through the KKS: substance ID, pre-MBDF, MBDF participation and technical file. The registration obligation is not considered to be fulfilled without these.

What documents are required for e-ÇBS registration?

Basically: e-Government access of the person who will open the record, tax and MERSİS number of the company, current signature circular, address and NACE information for each facility. Can my advisor open the record?

The company representative must open the record; e-Government login is personal and must match the signature circular. After the registration is opened, the consultant is authorized in the system and carries out the transactions. In order for the consultant to carry out KKDIK transactions, it is necessary that the KKS authority be given separately.

I don't have a facility, I just import from the office. Is registration still required?

Yes. Not having a production facility does not provide exemption. As the importer, you are responsible for registration and must define at least your head office address in the system. The scope of your liability is determined by the substances and tonnage you import.
