What is a pre-MBDF enquiry?
A pre-MBDF (pre-registration) enquiry is the stage where a company notifies basic information about a substance through the KKS system before full registration. It enables the formation of an MBDF with other registrants of the same substance so that data can be shared and joint registration prepared.

What a pre-MBDF enquiry does
A pre-MBDF enquiry establishes whether your substance has already been registered in Turkey and connects you with the companies working on it. It is the entry point to the data sharing forum and comes before the full registration dossier. The enquiry is based on substance identity, so analytical data must be ready.
Information you submit
- CAS and EC numbers with the chemical name
- Purity range and impurity profile
- Expected annual tonnage band
- Legal entity details and contact person
- Any existing studies you already hold
What happens next
If the substance is already registered, you join the existing forum and negotiate access to the data set. If it is new, you may end up leading the process yourself. Either way the enquiry tells you which path applies before you commit any budget.
Why timing matters
Companies that enquire early join the forum while terms are still being agreed. Latecomers arrive at a table where the price and the data package have already been settled, which weakens their negotiating position and raises their costs.

Cost of the enquiry stage
The enquiry itself is inexpensive compared with what follows. What it buys you is information: whether a forum exists, who leads it and what data package is on the table. Making that call before committing to testing or to a letter of access is the cheapest decision in the whole process.
