KKDIK Registration Process: Step-by-Step Guide
Registering a chemical substance under Turkey’s KKDIK (Turkey REACH) Regulation follows a structured process. For substances manufactured or imported at 1 tonne per year or more, the key steps are: building a substance inventory and calculating annual tonnage; a pre-MBDF enquiry through the KKS system; forming or joining an MBDF with other registrants of the same substance; verifying substance sameness and sharing data; closing data gaps through testing, literature or QSAR/read-across; preparing the IUCLID technical dossier and, above 10 tonnes, a Chemical Safety Report; and submitting the joint registration via KKS. Foreign manufacturers cannot register directly and typically appoint a Turkey-based Only Representative. Registrations must be completed by 30 September 2026. The registration process step by step
Registration follows a predictable sequence, and most delays come from starting a step before the previous one is finished. Building the inventory first, then confirming roles, keeps the rest of the process straightforward.
The sequence
- Build a substance inventory with CAS numbers and annual volumes
- Assign the company role for each substance
- Submit the enquiry and join the data sharing forum
- Confirm sameness with analytical data
- Negotiate the letter of access or plan the missing studies
- Prepare the IUCLID dossier and, above the threshold, the safety report
- Submit through KKS and pay the fee
Where time is usually lost
Two steps dominate the calendar: confirming substance identity and negotiating data access. Both depend on other parties, so they should start as early as possible. Dossier preparation itself is comparatively quick once the data is in hand.
After submission
Registration is not a one-off task. Volumes are monitored annually, and crossing a tonnage band triggers a dossier update. A change in classification also feeds through into the safety data sheet and the label.
