KKDIK Glossary of Terms — KKS, MBDF, LoA, UFI, PCN and Other Terms
Definition of the 25 most frequently encountered terms in KKDIK (Turkey REACH), REACH, SEA (CLP) and UFI/PCN processes. Each description links to ONAY Mühendislik's detailed page dedicated to the subject. It is based on the experience of consulting more than 2,000 companies and handling the processes of more than 14,000 substances since 2010.

Downstream user (Downstream User)
A company that uses the substance in its own industrial or professional activity and is not a manufacturer or importer. It is the responsibility of the downstream user to include its use in the supplier's registration file, to monitor the updated safety data sheet and supply chain changes.
Intermediate (Intermediate)
It is a substance used in a chemical process to be converted into another substance. Registration with reduced data requirements is possible for intermediates produced and used under strictly controlled conditions.
Letter of Access (LoA) (Letter of Access)
It is the document that gives the right to reference the data in the joint registration file. The company, which contributes to the cost of the party producing the data, can use this data in its own KKDIK registration through LoA.

Substance in an article (Substance in an article)
Substances intended to be intentionally released from goods may be subject to registration when they are 1 tonne or more per year. If there is substance of high concern in the goods, an additional notification obligation may arise.

Temporary registration (Preliminary registration)
This is the individual registration phase made through KKS before full registration. For articles within the scope of KKDIK, it must be completed by 30 September 2026.

Safety Data Sheet (GBF/SDS) (Safety Data Sheet)
This is a 16-chapter document on the safe use of hazardous chemicals and mixtures. It must be prepared in Turkish, in accordance with KKDIK and SEA regulations in the Turkish market, and by an authorized Chemical Evaluation Specialist. The document is also known as MSDS (Material Safety Data Sheet) in the trade; MSDS, SDS and SDS describe the same document. See What is an MSDS document for details.

IUCLID
It is software in which information about chemical substances is recorded in international standard format and technical record files are prepared. In KKDIK and REACH registrations, substance identity, physico-chemical and toxicological data are presented in this format.
Chemical Safety Report (KGR) (Chemical Safety Report)
This is a comprehensive assessment prepared for substances recorded in quantities of 10 tons or more per year, documenting the risks of the substance in terms of human health and the environment and how these risks are controlled.

KKDIK (Turkey REACH)
Regulation on Registration, Evaluation, Authorization and Restriction of Chemicals; It is the equivalent of the EU REACH regulation in Turkey. It imposes a registration obligation on companies that produce or import 1 ton or more of substances per year.
KKS (Chemical Registration System) (Chemical Registration System)
It is the official online platform of the Ministry of Environment, Urbanization and Climate Change, where Pre-MBDF, MBDF, temporary registration, full registration and notification procedures are carried out.

Lead registrar (Lead Registrant)
It is the registrar among the companies that register a substance, who prepares and submits the joint registration file on behalf of MBDF. Responsible for data collection, data gap analysis and dossier submission.
Substance similarity (Substance sameness)
It is the determination of whether substances produced or imported by different companies are considered the same substance according to substance identity rules. It forms the basis of the joint registration and MBDF system.

Exposure scenario (Exposure Scenario)
It is the structure that defines how humans and the environment are exposed to a substance throughout its production and all specified uses, and how the risk is controlled.

MBDF (Substance Information Exchange Forum) (SIEF)
It is a common platform created by companies that will register the same chemical substance to share their data and prevent duplicate testing and unnecessary costs. It is the equivalent of the SIEF structure in EU REACH in KKDIK.

Joint registration and single registration (Joint and individual submission)
The combination of companies recording the same substance in a single file is a joint registration, and the company submitting a file alone is a single registration. Vote; It produces different results in terms of cost, data ownership and time.

Pre-registration (Pre-MBDF) (Pre-MBDF enquiry)
This is the stage where companies wishing to register a substance submit the substance identity, tonnage range and contact information via KKS before full registration. It enables companies that will register the same substance to come together in MBDF.

PCN notification (Poison Center Notification)
Mixtures classified as harmful are reported to the Poison Information Center for use in emergency health care. Composition, trade name, UFI code and product category of the mixture are requested.

PIC (Prior Informed Consent) (Prior Informed Consent)
International system that requires prior notification and approval for the export and import of certain hazardous chemicals (Rotterdam Convention; 649/2012 in the EU).

Polymer (Polymer)
In KKDIK, the polymer itself is generally exempt from registration. However, monomers and other reactive substances that make up the polymer and are present in certain amounts may be subject to registration when they are 1 ton or more per year.
QSAR and read-across (QSAR and read-across)
These are alternative methods that enable the properties of a substance to be predicted from data or computational models of substances with similar structures. It can be used with scientific justification to reduce animal testing.

CLP Regulation (CLP)
is the regulation on Classification, Labeling and Packaging of Substances and Mixtures; It is the equivalent of the CLP regulation in the EU in Turkey.
Technical Data Sheet (TDS) (Technical Data Sheet)
It is a document that presents the technical specifications, application and performance information of a product. Unlike the Safety Data Sheet, it focuses on the technical use of the product, not on harmfulness.

Only representative (Only Representative)
is the legal representative resident in Turkey who carries out registration, notification and authority communication on behalf of the manufacturer outside Türkiye. Foreign manufacturers cannot register directly with KKDIK.

Tonnage band (Tonnage band)
It is the range that a substance falls into according to the amount produced or imported per year (1-10, 10-100, 100-1000 and over 1000 tons). Data requirements increase as the tonnage band increases.
UFI code (Unique Formula Identifier)
is the 16-digit alphanumeric code used in reporting harmful mixtures to the Poison Information Center and must be included on the product label. It is produced from a formula number with the company's tax number.

MSDS / GBF / SDS: All three describe the same document. MSDS document is still the most commonly used old name in trade, and SDS is the official name in Turkish legislation. Preparation process: Safety Data Sheet (SDS/SDS) preparation.
