What is a Chemical Safety Report (CSR)?
A Chemical Safety Report (CSR) is required for substances registered at 10 tonnes per year or more. It documents hazard assessment, PBT/vPvB assessment, exposure assessment and risk characterisation, and for hazardous substances includes exposure scenarios reflected in the extended SDS. A CSR is critical for registration acceptance and inspection resilience.

What the Chemical Safety Report covers
The chemical safety report documents the hazards of a substance, the exposure that arises from its identified uses and the conclusion that those uses are controlled. It becomes mandatory above a defined tonnage threshold and is built on the chemical safety assessment.

Why exposure scenarios decide the outcome
The scenarios describe how the substance is actually handled in manufacturing, formulation, industrial use and consumer use. If they do not reflect reality, the risk calculation is meaningless. Downstream users must check that their own conditions fall inside the scenario they receive.
Who writes it
In a joint registration the lead registrant usually prepares the report and members rely on it through their access rights. A company with a use that is not covered has to add that use, otherwise its registration does not match what it does.

Report and safety data sheet
The exposure scenarios from the report are attached to the safety data sheet, which then becomes an extended sheet. Everyone in the supply chain therefore sees the same operating conditions. Where the annex and the main text disagree, the file is treated as unreliable during an inspection.
