Türkiye Chemical Regulations Map: KKDIK, SEA, GBF and UFI/PCN
Chemical legislation in Turkey does not consist of a single regulation. KKDIK establishes the framework; SEA regulates the classification, safety data sheet regulates the flow of information in the supply chain, and UFI and PCN regulate the notification to the poison control center. This page shows how the four are connected and which obligation triggers which.

How does the chain work?
The ordering is important because each step feeds into the next:
- You classify with CEA. You determine the hazard profile of the substance or mixture. Everything starts from here.
- Classification shapes the KKDIK obligation. If CMR 1A/1B or aquatic category 1 is obtained, you will be within the scope of 31 December 2026 full registration; If it meets the SVHC criteria, there is a risk of Annex-14 permit.
- Completes the classification safety data sheet. The 2nd part of the SDS is directly the CLP classification; Section 15 contains KKDIK restriction and permission information.
- UFI and PCN come into play in harmful mixtures. The UFI code is printed on the label and the formulation is reported to the poison control center.
- KKDIK feeds back the decisions. When Restriction is imposed or permission is granted, the SDS is updated immediately and transmitted to all recipients in the last 12 months.

Environmental legislation side: e-ÇBS and KKS
KKDIK transactions are carried out through the Ministry's Chemical Registration System (KKS). Access to KKS is opened via Integrated Environmental Information System (e-ÇBS). In other words, an item cannot be registered without company registration. Sequence: e-ÇBS company registration → KKS access → pre-MBDF query → registration.

- Cosmetics — SDS exemption exists for final product, registration obligation remains for raw materials
- Detergent — biodegradability and content declaration
- PIC — advance notification on export and import of certain harmful chemicals

If you are exporting: EU, UK and Türkiye are separate processes
