In KKDIK, the registration process does not start with the technical file; It starts with pre-MBDF query. When this step is skipped or done late, the result is always the same: the data owner runs out of negotiation time with the consortium, the access permission (LoA) is closed expensively and the deadline is stuck. Below we explain what the query is, what it says, and what to do next.
What is a Pre-MBDF query?
Pre-MBDF (pre-registration) is a notification submitted through the Chemical Registration System (KKS) by a company planning to register a substance. It aims to connect the company with others registering the same substance. KKDİK is based on joint registration, avoiding duplicate data generation and bringing registrants together around a shared dossier.
An inquiry is not a permit application and is not a substitute for registration. What you do is tell the system “I will save this article” and the same article becomes visible in the forum.
What does the query result tell you?

Difference between Pre-MBDF and MBDF

6 steps after query
- See who's in the forum. If the lead logger is established, contact him; If not determined, role distribution is discussed.
- Find out the status of the data set. Which studies are available, which tonnage band do they meet? If your band is higher, additional data may be required.
- Request the LoA price in writing. Verbal estimation does not establish a budget. Clarify which tonnage band the price covers.
- Check cost allocation. Is the cost redistributed as the number of participants increases? Is there a difference in late participation?
- Decide whether to register individually or jointly. Joint registration reduces both tuition and data costs; Opt-out is only possible in justified cases.
- Set the calendar backwards. Backwards from the deadline: file submission, LoA signature, data gap closing, negotiation. LoA negotiation alone can take months.
Why do it early?
The joint registration fee is significantly lower than the individual fee. Under the 2026 tariff, a medium-sized company in the 100–1,000 tonne band pays TRY 25,650 for individual registration or TRY 12,825 for joint registration. The larger difference, however, concerns the LoA fee and time. Early participation gives companies more opportunity to contribute to cost-sharing arrangements; late entrants join an already established dataset and cost structure.

Three common mistakes
1. Querying for a single item. Query for all items in your portfolio at the same time; Matches and schedule conflicts are only visible in the whole picture.

The query itself does not generate registration fees; The cost arises in the subsequent data access and recording stages.
What happens if I'm alone in the forum?
You will be Lead registrar. This means responsibility for setting up the data set and the right to share costs with subsequent participants.
Can I opt out of joint registration?
Possible on limited grounds (data confidentiality, disproportionate cost, scientific objection) and the justification is explained in the dossier. The default path is public registration.
