Reducing Costs in the MBDF / SIEF Process

17 Ağustos 2026 /KKDİK

The MBDF (Substance Information Exchange Forum) lets companies registering the same substance share data and register jointly. Managed well, it significantly reduces registration cost.

Cost-reducing approaches include: reusing existing data and REACH dossiers; using QSAR and read-across to avoid repeat testing; fair Letter of Access (LoA) negotiation; joining the shared data set compiled by the Lead Registrant; and rigorous data gap analysis.

ONAY Mühendislik optimises costs for member registrants through its digital MBDF infrastructure and manages the joint dossier as Lead Registrant.

Join early, pay less

Cost in a data sharing forum is driven less by negotiation skill than by timing. Companies that join while the data package and price are still open take part in the decision. Latecomers arrive at settled terms and usually pay more for exactly the same access.

Pay for your band, not the full package

The price of a letter of access should follow from the cost of the studies divided among members, adjusted for tonnage band. A company registering at a low band has no reason to fund high-band endpoints. Ask for the itemised calculation before signing.

Check what the letter actually covers

Read the annex, not just the figure. It determines what happens when your tonnage rises later, whether the rights transfer within a group of companies, and whether the scope includes only KKDIK or REACH as well. These clauses decide the real long-term cost.

Ask for the study list

A price quoted as a single figure cannot be checked. Ask for the list of studies, their cost and how the total is divided per tonnage band. Members are entitled to that breakdown, and requesting it is normal practice rather than a sign of distrust.

Budget the whole path

The letter of access is only part of the cost. Add the registration fee, dossier preparation and, where the tonnage may rise, the future top-up payment. Comparing only the access price against a competitor quote leads to surprises later.

Documenting Decisions in the SIEF Process

Every cost-sharing decision taken in the SIEF process should exist as a dated written record. Offers, objections and revised proposals are the evidence a regulator examines if a dispute is escalated. Members who manage the SIEF process through undocumented phone calls cannot later show that they made a genuine effort to reach agreement.
