UFI–PCN Notification for 24 Hazardous Mixtures: Completed in 11 Weeks in 6 EU Countries

Case summary
A company that produces chemical mixtures in Turkey and exports its products to the European Union market applied to ONAY Mühendislik to create a UFI code for 24 harmful mixture and make Poison Centers Notification (PCN).
The products were planned to be launched in six different EU countries. However, existing Safety Data Sheets, labels and product compositions did not fully contain the details required for UFI–PCN notification.
As a result of the work carried out by ONAY Mühendislik, the formulations of 24 mixtures were verified, UFI codes were created and country-based PCN notifications were completed within 11 weeks.
Initial status
The following was determined in the examination carried out at the beginning of the project:
- Some products are sold under different trade names despite the same formulation.
- It is planned to use the same UFI code for different formulations in some products.
- The wide concentration ranges given in SDS Part 3 are not sufficient for notification
- There are incompatibilities in the classification and concentration information of the mixture components
- Languages for target countries have not been finalized yet
- There is no common product coding system between label, GBF and PCN files
ONAY Mühendislik take?
The first stage reviewed product formulations, raw materials, safety data sheets and draft labels. Mixtures requiring notification were identified based on their health or physical hazard classes. For each product:
- Exact composition and concentration ranges confirmed
- Unique matching between formulation and UFI code
- Product category and usage areas have been determined
- Physical state, color, pH and packaging information were compiled
- Trade names and target market countries defined
- PCN files prepared in IUCLID format
- Notifications were sent to relevant countries via the ECHA Submission Portal
- UFI codes made compatible with SDS and labels
An internal change management procedure has also been prepared to determine when formulation changes will require a new UFI or PCN update.

Result
At the end of the project, the company:
- generated UFI codes for 24 harmful mixtures
- CompletedPCN notifications for six EU countries
- Collected product, formulation, trade name, country and UFI matches in a single table
- Fixed incompatibilities between GBF, label and PCN files
- Established a sustainable update system for formulation changes
- Made product shipments to the European Union market safer in terms of legislation
This case shows that generating UFI code alone is not enough; shows that the code must be matched with the correct formulation, the PCN notification must be submitted to the target countries and the SDS–label integrity must be maintained.
