Important: These amounts are the official fee paid to the Ministry only. Data access costs (Letter of Access), testing and analysis are additional. So are the joint-registration share, chemical safety assessment work and consultancy fees. The fee is calculated per substance on the annual total tonnage; using the same substance across several products adds up rather than splitting the tonnage.

Who pays which fee?
The fee depends on three variables only. The first is the annual tonnage band of the substance. The second is the size class of the legal entity under Turkish SME criteria. The third is whether the dossier is submitted jointly or individually. A foreign manufacturer registers through an Only Representative. The fee is assessed on the tonnage that representative places on the Turkish market.
Joint submission is always cheaper, but it requires an agreed lead registrant and a data-sharing arrangement. Where no lead registrant can be identified, provisional registration may be carried out individually. The deadline remains 30 September 2026.
What the fee does not cover
In most projects the Ministry fee is a minority of the total. Data access, testing where data gaps exist, IUCLID dossier preparation and the chemical safety report drive the real budget. A realistic cost model separates these lines explicitly rather than quoting a single figure.
